Politico – The White House has identified 19 executive actions for President Barack Obama to move unilaterally on gun control, Vice President Joe Biden told a group of House Democrats on Monday, the administration’s first definitive statements about its response to last month’s mass shooting at Sandy Hook Elementary School.

Later this week, Obama will formally announce his proposals to reduce gun violence, which are expected to include renewal of the assault weapons ban, universal background checks and prohibition of high-capacity magazine clips. But Biden, who has been leading Obama’s task force on the response, spent two hours briefing a small group of sympathetic House Democrats on the road ahead in the latest White House outreach to invested groups.

The focus on executive orders is the result of the White House and other Democrats acknowledging the political difficulty of enacting any new gun legislation, a topic Biden did not address in Monday’s meeting.

The executive actions could include giving the Centers for Disease Control and Prevention authority to conduct national research on guns, more aggressive enforcement of existing gun laws and pushing for wider sharing of existing gun databases among federal and state agencies, members of Congress in the meeting said.

“It was all focusing on enforcing existing law, administering things like improving the background database, things like that that do not involve a change in the law but enforcing and making sure that the present law is administered as well as possible,” said Rep. Bobby Scott (D-Va.).

The White House declined to comment on the details of what Obama will propose.

But Biden did indicate that the remains of the Obama campaign apparatus may be activated in the effort.
“He said that this has been a real focus on the policy and that the politics of this issue, that a strategy on the politics of the issue hasn’t been undertaken yet,” Rep. Jackie Speier (D-Calif.) told POLITICO. “He did remind us that the campaign infrastructure is still accessible.”

Biden did not address two of the more significant issues in the gun debate: the appointment of a permanent director of the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the role violent images in the entertainment industry play in the nation’s gun violence.

Obama touched on his expected legislative guns agenda at his own news conference in the East Room on Monday, while stressing the power he has via executive order.

“How we are gathering data, for example, on guns that fall into the hands of criminals, and how we track that more effectively — there may be some steps that we can take administratively as opposed through legislation,” Obama said.

Even Democrats who back gun control concede that reinstating an assault weapons ban — the 1994 law expired in 2004 — will be a heavy lift for the White House. During his meeting with gun-rights groups last week, Biden mentioned only an assault weapons ban when telling the NRA and other organizations that Obama has “made up his mind” to support it.

“I think everybody acknowledges that the assault weapons ban is a challenge, but other things — like the size of the magazines, the background checks, straw purchases — are all things that have a good chance of passing,” Scott said.

Speier said she told Biden the White House should do as much as it can on its own.

“I urged him to do as much by executive order as possible,” she said. “Frankly, I don’t have a lot of confidence that this Congress is going to do anything significant.”

And Rep. Mike Thompson (D-Calif.), the chairman of the House Democrats’ Gun Violence Prevention Task Force, said the magazine ban and universal background checks would be far more effective than an assault weapons ban without the political cost.

“Probably the most recognizable thing you can say in this debate is ban assault weapons,” Thompson said.

“But the other two issues” — forbidding high-capacity ammunition magazines and requiring universal background checks for gun purchases — “those two things have more impact on making our neighborhoods safe than everything else combined. Anytime you try and prohibit what kind of gun people has it generates some concern.”

Biden’s personal gun violence outreach now includes the families of the 26 victims of the Dec. 14 school massacre in Newtown, Conn. Biden told the Monday meeting that he’s been reaching out to the families. A White House official confirmed the vice president has been in touch directly with some of the families.

“The vice president mentioned that he has called every one of the families that has lost children in Connecticut, and that the conversations have lasted no less than 45 minutes,” Speier said.

  1. The Fed is still a far far cry from provoking conservatives to any illegal action. My guess is the progressive will take that road if we don’t shore up the peon and small business level of the economy. dw

    I think you are right. The conservative type is hard wired to be law abiding and hard working. He wants to conserve things. He wants to make things work. He tries to lead by example. He is a bit of a fuddy duddy. He has faith in democratic institutions. He is trying to stop things sliding into the abyss. Rapid change, on the other hand, requires revolutionary action. He’ll try and put the pieces back together again after it all falls to bits.
    The trouble is the change, for the worse, is insidious and slow. Like that frog in the slowly heating pot of water. People are stoking the fire while others, like the Republicans, pour a little cold water into the pot now and again. This merely slows the process down, making the frog even less likely to jump out.

  2. That said I would like to state that I’m opposed to race war, class war and religious wars. I believe in cooperation between people of all races, classes and religions. People just need to cooperate and we will all get along just fine. A lot like the cooperation that employers expect from employees.

  3. What I would like to see is an all-out attempt to repeal the 2nd. It will not happen, and they (anti-gun nuts) can see that it won’t. Therefore, they will look for compromise. Better put, they expect it. It. Must. Not. Happen. There is no compromise. Politicians will not take my armor (and yes, weapons) from me, no matter the guise.

  6. Just read it. I’ve been through this already. Once had a Chinese made AK47 but the government changed the rules and I had to remove the pistol grip, unscrew the muzzle thingy and cut the mag down from 30 to 6 rounds. It was too ugly after that so I gave the whole thing, minus firing pin, to the police to dispose of. Miss it though….
    Love to have that handgun of yours, nineteen rounds in the mag, awesome.

  8. Its good to see that they got punished. Would be interesting to see if they change their views while inside. I haven’t managed to find out much about the group they attacked. They don’t appear to have been a rival skinhead group as they were out-of-towners having a meal at a family restaurant. They were possibly just a group of American patriots concerned about the “browning” of America. A legitimate concern considering there are no truly successful “brown” states.

  9. The Office of the Press Secretary sent out the following list of all 23 executive actions.

    Today, the President is announcing that he and the Administration will:

    1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system.

    2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.

    3. Improve incentives for states to share information with the background check system.

    4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.

    5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.

    6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.

    7. Launch a national safe and responsible gun ownership campaign.

    8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).

    9. Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.

    10. Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.

    11. Nominate an ATF director.

    12. Provide law enforcement, first responders, and school officials with proper training for active shooter situations.

    13. Maximize enforcement efforts to prevent gun violence and prosecute gun crime.

    14. Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.

    15. Direct the Attorney General to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.

    16. Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.

    17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.

    18. Provide incentives for schools to hire school resource officers.

    19. Develop model emergency response plans for schools, houses of worship and institutions of higher education.

    20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.

    21. Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.

    22. Commit to finalizing mental health parity regulations.

    23. Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.

    I see no casus belli.

  10. As far as picking and choosing your crime stats, I saw an article in Reason in the late ’90s where they controlled for race on handgun murder rates (something that’s never done). What they found is that while England’s murder rate was 5.5 per 100,000, the murder rate for white Americans was 5.4 per 100,000. Of course when you added in the black handgun murder rate, the US went up to 49.something.

    A big part of the murder rate is the failed War on Drugs, so that even through blacks constitute 13% of the population, they account for about 50% of the murders (and 94% of them are killed by other blacks). When you figure in the violent crime stats, it’s obvious you’re much better off in the US than you are in England (if you’re white).

    I am all for anyone purchasing a gun and learning how to use it properly. But there are NO constraints on your right to own firearms in the Constitution. You don’t go downtown to get your speech permit. You don’t sign on to the number of words you’re allowed to write to the editor. There are no speech safety classes (lest, God forbid, you insult someone) or justifications you must make to higher authorities to exercise those rights. Because those rights are God-given and inalienable and governments are instituted to protect those rights not to be gate-keepers for fear we will hurt ourselves.

    That’s how all liberties disappear. Not all at once, slowly. So you don’t hurt yourself. Or others. Safety first.

    And, as Ben will tell you, you deserve neither.

    I know that back in the mid 90s I used to disable java, and reject cookies for security reasons, but I got tired of fucking with the problems.

    Its designed to look right on Chrome running 1280x720 resolution with java enabled. I haven’t tested it on other browsers / resolutions. But if your not running at least 1280 the sidebar is probably pushed down to the bottom. I know it doesn’t look right on my I-phone anymore ….. but I dont know what to do about that.

  12. The 15-year old that just shot his parents and 3 younger siblings in New Mexico, what do you think they had him on? He told police he was going to load up and drive to the nearest Wal*Mart, kill a whole bunch of people there and have the police kill him. Why he didn’t get to that part, I’m not sure. But that’s the MO, all the way down to the shootout with the police.

    Then if you read the comments after the news story, it’s all the same crap -- lack of discipline, access to weapons, violent society, etc. Think about that for a moment, because millions of kids are in that same position and they’re not blasting everyone that moves. It’s only the kids being treated for depression and that means doctor’s care and that means psychotropic medications. Read what people said about James Holmes, or the nutball that shot Gabby Giffords, or the Korean kid that shot up Virginia Tech. All of these guys were freaking out everyone around them, but there was little or nothing they could do. Lanza’s mother was desperately trying to commit him to an institution and he found out. Why is no one able to get these folks out of circulation before they kill someone? Why do the nutballs have all the rights?

    Remember none of these guys had any priors, so there’s no history on them. They just snap one day. Which means whenever it happens, it will happen without warning. Oh sure, people around them have been freaked out for months, but no one can take any ‘official’ action -- BECAUSE THEY HAVEN’T DONE ANYTHING YET.

    It’s the MEDICATION. Seven mass shootings last year. I guarantee we’ll break that record this year. It seems like it’s happening at least once a week.

    And then, irony of ironies, the suggested ‘solution’ to all this is MORE mental health services. Just what we need, more kids on these drugs.

  13. The grandson has always been a problem for the daughter. As a teen he became a malicious shit but he never lets me see that side of him. Have always been very close to him. His last visit he said ” friends for life”. We have a pact. The daughter has for a while wanted to put him on drugs and I have yelled at her about it but I can’t say what I see or would lose relations with her.

    That link doesn’t require any long read or tax the brain of any moron. and will come in very handy. My daughters (ex) fiancee also loves the grandson and wanted him on drugs and we have argued about it. After seeing that link he told me he is now against it. I think he is perfect example of people getting information the media hides by omission. Owe ya one T8.

    It’s against the law in England to prescribe SSRIs to anyone under the age of 21. Meanwhile, here in the US, we’ve given it to 2-year olds.

    Until the authorities see where the real problem is, it will continue. And yes, It will probably INCREASE.     Years ago I was hired to make clean, paint and make repairs to a modest one story Victorian in Woodland Cali. The raised foundation made for living space the same square footage as the building. Took three days to clear out the pallets, trash, make shift beds, furnature and debris. Have no idea ho many illegals were living there. Wish i had photographed the graffitti on the walls. Might have a little more compassion for the poor if they weren’t such pigs we have to clean up after.

  25. AA -- I didn’t flee North -- and I’m only partially white. ;o) I was raised on the Northern border, and I suppose I’ve been back and forth (more than a few times) unsupervised. Kind of neat to step back and forth over a fence, if you get my drift. Folks from a warmer clime wouldn’t be so enthused about it, but between you and me and the Outpost, I’m satisfied with where I’m at. I do not envy ANYONE (unless they are properly equipped) who is not in my position.

  27. When I use the term “Aryan” I don’t mean for it to be a synonym of “white”. Aryan is more a synonym for everything noble, beautiful, civilized and sensible yet still retaining a connection to nature. Thus I can call myself Aryan and claim everything that is good in this world as my own.
